That's pretty much my feeling too. The unemployed should absolutely be made to do something for their benefit, but imo it should be charities, community groups or as you say small businesses who gain from it.
Even if there's no job at the end of it it encourages routine, self respect and an opportunity to develop transferable work skills even for a short period.
It's a shame that such a scheme is being criticised AFAICS more for the companies involved than the principle of work for benefit.
