USPS Mailing Issues

Well I guess my good run had to come to and end sooner or later - sadly a couple of items have failed to make it across the pond during the last three months.

A seller whom I have successfully traded with in the past, sent a mint pair of Mag 21s via USPS last December. Sadly the tracking numbers reveal that they were not received by the GB post office.

He has diligently chased USPS at his end and emailed me the paperwork asking me to make a claim - my question is, who should be claiming - him as the sender or me as the payee/non-recipient?

Ive had exactly the same happen,waited 5wks for 10 bolts,ups tracking doesnt work this end,seller says its been sent but nowt arrived,dont know who to claim from either.
 
In my opinion the seller should make the claim as he has parted with his money for the service and will have any sort of documentation that the post office gave him when he bought the service.
 
only the seller can make the claim. the UK end of USPS is parcel force. so probs worth contacting them as well.
