The problem here is that you paid with paypal gift and as in life, there is no refunds with a gift. You paid with gift so you didnt have to pay a fee to paypal for their service and now your moaning that paypal wont help. Paypal sent a gift payment not a transaction payment. Lesson here is, as advised by the forum guidelines when buying or selling, dont use paypal gift.
I pay gift only to people I know or have traded with on here for a long time. You can choose to pay the fee's yourself on paypal.
If the seller wont pay the fee's then factor in the 4% yourself and if that is acceptable price wise then pay it yourself. That way your covered and the fee pays for your security. If the seller doesn't like it even when you pay the fee's then walk away because clearly they dont want you to be able to come back for a refund.
I hope this seller comes good and everyone either gets their cash or parts as its happening more and more often, usually its just a one off personal situation that causes it.
