Look like 95 to me - my 95 is stamped 1995 on the steerer, so you don't need to be Sherlock Holmes. It should also have an orange flash that isn't visible in the picture.
As he says they are very light, they may well be triple-butted, but that ought to be confirmed with the seller. The 16cm steerer is the size for a 13cm head tube (for a size 19 frame). The canti cable guide is worth a few odd pounds if you don't want to run cantis.
