Maybe go for a 50% refund and keep what its actually a really nice looking job. Would you be happy with that? I don't know only you can answer that. It does look really good though and individual too, not a copy of something else if it makes any difference.
I'm sat surrounded by bike parts, the fork lowers are deffo going back, going to speak with my sister about it in regards to sending the frame back. I have a lovely paint job granted but it's not the special paint job' that I asked for. As said I wanted to push the boat out with this one.
At the end of the day as nice as we all think it is it is not what you wanted.
You were clear with the instructions and sent pics and detailed instructions ergo you have paid for something you dint actually want nor ask for.
Contact them and let them know what is wrong (i.e all of it) and that your not over the moon. All depending on their response you either get what you want (good customer service) or small claims court/other action and they get a bad rep for it (I'm actually in the middle of purchasing a non rusted to death Stumjumper frame that requires a paintj ob so i want to avoid bad sprayers!)
I wouldn't even bother with sending it back, just put it under your arm and take it there yourself. Go see the man in question and explain every little detail face to face. Would rather that than dealing what anyone via emails.. It gets it done.

I think it looks amazing. Get a local paint shop to sort the forks and them get it built up!
If you send it back I recon you'll get messed around again. Hard to do, I know, as it's not how you want it, but I recon its another risk sending it back.
