TDC Headset adjustment

Question for all you bike shop men .Was there a tool for adjusting the continental "Italia" model of the TDC headset range other than a normal spanner .I notice that part of the top crown has two dimples that suggest a C type tool ? for fine adjustment .

It is the bottom right one in this link on " classic lightweights"

Looks like a C spanner job! My Constellation uses the S type Continental type headset. Interesting ad.

You Confirm what I have been thinking .Tried a mate who has every style, type of c spanner ever made . All to big .

Hmm . I had considered it but thought I would ask here first .
A another mates 1973 Holdsworth has the same model head set . He tells me he has never taken it off for maintenance and only drops a light oil into it from underneath the forks .The steering still moves smoothly and has no play in the bearings when holding the front brake on . The bike has covered about 100,000 miles since new .
 
I used a couple of these BITD as they look a bit more 'continental' than the ones with spanner flats. To fit, I think I used to tighten by hand then tighten the lock nut with a spanner and then tap the race back against it with a hammer and punch to make sure it still turned freely. A bit of trial and error unfortunately. Never did see any tool for the job.
