I'd drill the pedal stud head out with an cobalt bits working up from 3mm and scrap the pedals to save the cranks.

(I may have had to do similar myself)

Use spacers of some kind - I've used allen keys in the past - to let you grip the flats in a vice. Then whack the end of the crank with a mallet to break the thread free. I've done this several times.

Tried. When the Park spanners began to flair open and round off I tried clamping a spanner in the vice to the pedal flats, then I tried using nuts as spacers like you've said. It's going to be a challenge
