ST-M900 shifter with 'extra' click

I'm working on an ST-M900 left shifter / brake lever unit. After flushing out the old congealed grease with WD-40 followed by IPA, and re-lubing with a light oil, the thing is still behaving oddly. Shifting from the outer chainring to the middle chainring and back is as you would expect, but shifting from the middle to the inner, or vice versa, involves two clicks. It seems like you would need to push the lever past the first click to complete the shift. I have no previous experience with these units. Is this a feature of M900 or is something not working as it should?
 
Its for chain line adjustment - as you go up and down the cassette the chain will rattle against the front mech.

The extra 'click' adjusts for this.
