I've just won a Claud Butler Oracle on Ebay for £28 that I'm hoping to do up to use for work.

How do you guys do it? I mean, I thought I had a bargain but it needs some bits to get it running perfect. Are all the parts on your bargain bikes spot on? For example, the rear hub on my GT is not smooth and grinds a bit. Should I just make do or change it?

You should be able to re-grease it and make it a bit better for a while until you find a replacement.

What I've learnt is patience. Quick high quality builds can be expensive. Having some spares that you already have obviously helps keeps the cost down. But if you wait for the bargains it can take a while. Look for bargains that you can buy that maybe you don't need but you can swap or sell for the bits you do need.
Have a clear idea what you want to do before you start otherwise you'll buy loads of stuff you don't need.
I hand painted my GT and hand polished all the metal bits, this made the tatty bits look ace.

£4.70 for bars
£15 for wheelset
£8 for seatpost

Frame was Karma from ollyb83

Needs rear stays welding up and front end powdercoat and all the other bits too as the man cave is bare
