SABA Mystery Frame (early '80s?)

Hello all.

I bought this SABA frame a little while back and have been mulling over what to do with it.

I've read all the various threads online that I can find about SABA on the web, but was wondering if anyone here had any ideas about the relative quality of this frame. Whether it is a specially built frame of off-the-peg and rebranded...

Either way a little light shedding would be amazing. It'd probably help to know what I'm working with before I dish out money on respraying and components etc.

Not sure if it's a SABA frame, it should have "Little men" cut out lugs and SABA panto'd on the seat stays. Bottom bracket usually had the SABA logo and no mudguard eyes.

definitely not a saba frame as the forks were normally pantoed with the Saba name on the crown with logo & the top of the seat stays was also pantoed & this area looks nothing like a Saba frame I am used to seeing?
 
And it has a braze on lamp boss which SABA's never had. Plus its on the UK side which would be unusual for an Italian bike where they drive on the other side of the road...

Can I only assume it's a random frame the store logo'd up to sell on?

Would it also be easy to assume it's gas-pipe?

At least I know I'll be ok to turn it into the winter fixed gear and don't have to worry about 'doing it justice'. :facepalm:

Would you guys follow the assumption of an early '80s date for it too?

I appreciate you guys weighing in with your experience on this...
