you gotas dodgy dishing tool as how do you know the tool was accurately machined & what tolerances were used ?? I don't bother with them just a wheel bldg. jig/lathe & DTI's over the yrs when I have built a wheel
Sounds very much like the dishing is wrong for the cassette and/or axle spacing you're using. Like said, if your frame is definitely straight then put the wheel in round the other way and it should now be too far over to the opposite side. This will confirm that you need to change the dishing. Get a spoke key. Going round the wheel starting at the valve as a handy reference point, loosen all the spokes on the side it is too close by one turn, then tighten the spokes on the side it is too far by one turn. Repeat as necessary dropping down to half a turn if you need to until the wheel is centred in the frame. Then tweak any individual spokes to re-true the wheel if you need to. I use the brakes as a handy guide for truing. Or get a bike shop to do it
I've just had another thought. I'll try another wheel in the frame. I'm sure the rear wheel on the Raleigh Banana has the same OLN dimension , dunno why I didn't think of that.
