Raleigh TI - can someone enlighten me?

Hello,

I've seen this for sale near me, but I'm a bit unsure what exactly it is.

It has hi-tensile steel tubes and it doesn't have the 'Team' decal on the top tube, so it doesn't seem to be one of the really high end team replica bikes.
It also appears to have SR Custom cranks and maybe Weinmann brakes.

On the other hand, it doesn't seem like one of the really really bog standard
replicas with the mudguards and so on. The stem also seems a bit too nice.

So, was there a model somewhere in between the high and low end? Are they any good? Worth restoring? This one needs a bit of work on it, scratched paint and so on, so I'm wondering is it worth the trouble to go and get it?

Just noticed this has mudguard eyes on the dropouts, which suggests it's
a lower end model I suppose.

In any case, broke my chain on my cross bike yesterday so I can't afford
another bike for the moment.

It does indeed, except for the down tube decal...
I wonder if this is some sort of continental version of the Europa.

Pics of Europas on the web suggest that that model had a lamp bracket boss on the R/H fork blade (plus pump pegs under the top tube) and lacked the water bottle mounts and rear mech hanger which the OP's frame does, it would seem, have. Was there a TI-liveried model in between the Europa and the 531 Team Replica?
