My ex wife is local authority and they have been advised redundancies per unti are inevitable even though they are short staffed. I think it's a bit unfair yo blame the coalition as they didn't cause the mess but are trying just to sort it out.
That said the biggest thing is the pressure you put on yourself with worry, understandable I know but what ever decisions that are being made are unlikely to change by you making yourself ill.
as mentioned, have a look at your finances..if the poo does hit then fan get straight into the citizens advice and shows debts vs income etc..might cut you a lot of slack. Also get in with the unemployment, they will not only give you some pennies but could also helps with lowering council tax these amounts will then help when sorting out your debtors
