Oooh shiny ! and a lovely transformation on those before and after bar ends. I spot a Raleigh headbadge in the background - Dynatech ?

No its a summit,frame purchased from here slowly being restored

The QR is yours, there is on small minute nick on the hole nearest the end but you'd need a magnifying glass to see it
