Based on my understanding.
Slackening the head angle will decrease the steering responsiveness giving you greater high speed stability but it will be harder to turn, hence shorter stems and wider bars on modern bikes to give extra leverage. Raising the BB gives you greater ground clear, obviously but also raises the centre of gravity which will hinder high speed cornering. Slacking the seat post should in theory make pedalling more efficient but it will also shift your weight back lightening the from end.
