What is this voodoo - weird middleburn lock ring

All the middleburn cranks I've had, and I still have a few, have a lock ring which takes a tool that fits around the outside of the lock ring. A recent acquisition has a lock ring with Judy 2 pins to remove it.

I'm guessing this isn't standard, right?

I'm wondering how on earth I'm going to get this undone, assume a circlip ier won't have the strength in the pins for the usual force required to get the lock ring off?

Ah, we used a tap or small phillips screwdriver banged with a Hammer BITD! In fact I had to do this just the other day with a stuck outer part of a crank extractor bolt.
 
Warming it all up should reduce the force required.
And if you're thinking of replacing it with the hollowtec bb style tool fitting lockring, it doesn't matter if you crack it to get it off
