Go for looks first, then go for which is easier to maintain and keep working.

Than just go for what you can get.

'better' is subjective so try them both out.

Another Vote for the Manitou. Dependable and build quality with the CNC alloy is far better than the Mag. Looks wise no contest,no problems with paint loss on Manitou, also Rockshox Mag suffer from paint problems, due to the Magnesium they are made with.
Also Manitou tend to be lighter. Braces are interchangeable between several models including EFC which has damping adjustment.
 
Ditto. Still have M3 and 4 in regular use. Elastomer exchange is very simple, and soft elastomers go in when snow is on the ground. Acceptably stuff, stiffer than the mag, and look great, and has small bump suppleness that the mag never had. The mag to me always"rides high". If you adjust it for smaller bumps or dial in some sag (even fiddling with oil heights and damping stacks), it'll bottom out in a jarring fashion.

FWIW, my Specialized FSX version of the Mag 20 almost never bottoms, with oil level (5Wt) set at about 42mm, pressure at 47psi (I'm 225# these days, in younger years, I ran 41.5psi), and dampers set to suit taste. Damping set lightly, they'll bottom a half-dozen times a ride. Set at near half-range, they rarely do, making the 55mm of travel feel all but bottomless.... :)

I run some FSX mag 20 version on my Boulder. The forks work so fine ! But the FSX don't own a "return" spring like the mag 21 and I heard "clac" after big shocks.
Judy are infamous. I think today that elastomers used in telescopic suspension wasn't a good idea. helicoïdal springs work better. elastomer need to be used in a linkage system, like the ATZ or the Girvin parallelogram.

The MAG 21 has the negative spring it sat on. There is quite a difference in feel between the MAG29 and the fork 94 forks onwards. But the Manitou 4 year varient had tougher paint that doesn't tarnish or crumble like the 94s and before. It uses the same as the Judy.
 
Yes, the old Specialized future shocks (Mag 20's) are top-out spring-less... They do clunk on topout. If they go "Clack" rather than "CLUNK" they probably need new o-rings above and below the bushings. Those rings are all that cushion the top-out.

Mag 21's don't suffer that, as Fluffy pointed out.
