It's self adhesive (very!) and even has a punched hole to surround the valve. It seems to provide a nice padded bed to the rim and even out those high spots or tight radii that inner tubes can chafe on.

Velox is the way to go , lasts for ages . Better than that cheap plastic pony the shops put on bikes

Another vote for cloth rim tape here (my latest Sonic build came with Mighty nylon tape which seems a good Velox alternative). You can get off-the-peg rubber ones (rather than old chopped up inner tubes) but they do tend to perish after a while, whilst some brands of plastic tape are a pig to fit and/or become brittle over time and snap. If you do go down the plastic/rubber route, Hermanns tape (from Finland IIRC) is better than a good many out there from personal experience.

sorry, talking all modern here, but my Ksyriums are best - no spoke holes showing and no rim tape needed - smooth as a baby's bum

back to proper bikes, Velox stuff is best and its available in different widths. not sure about the Op having funny sized wheels - its a roll of tape, not a hoop.

Also, the stuff that caps on superglue bottles/tubes are made out of seems to stick together well enough. Infuriating. :x
