Help setting up DiaCompe 986

I can't get rid of the squealing. I've tried toeing in the pads to varying degrees, I've tried different brake pads (KoolStop Salmon, Aztecs), I've even tried putting a different wheel on there to confirm it's nothing to do with the rim. I've cleaned the rims and filed the surface of the pads.
Feeling pretty defeated and about to put some Shimanos on there, unless anyone can impart the ancient wisdom necessary?

Sounds stupid but make sure everything is tight tight, my front 987 was squealing for what seemed like no reason, did everything up as tight as physically possible instead of just tight enough and it went away, leaving me with one of the nicest feeling cantis I've ever used, good power and with SS7s the modulation is superb.
