Help identifying vintage steel frame — maybe Batavus, Peugeot or something else?

the specific contour of the domed stay ends when combined with the dropouts is suggestive of an asian origin for the frame

when you had it in bare metal in preparation for the respray it may have been possible to read one or more tubing markings, such as at the front of the chainstays for example

if asian, tubeset would likely be either Ishiwata or Tange

an Ishiwata tubeset would leave open the possibility of a Belgian origin as well

with respect to originalness of fork -

ends appear they may be Campag

there should be a name legible on their flat faces
markings are sometimes reduced in legibility when fork is polished in preparation for plating

dropouts appear asian so if fork ends Campag that would represent a mixed set

you could check brake reaches
frame appears late enough that it would have been constructed with the same reaches front and rear

mount some 700 size wheels and take measurements
would expect 47mm front and rear, certainly no larger than 52mm

if front and rear measurements differ that would be evidence suggesting that fork not original

you mention searching online for a similar/matching frame without success

one thing to keep in mind as you do this is to remember that since frame came to you with a respray the presentation of braze-ons cannot be counted on to be original

you mention that some of what appears to be the original finish was present below the respray
if there was original paint colour on/around a braze-on then it would be original
