Help identifying this Viking, Tour of Britain perhaps?

Picked a little while ago, advertised as Viscount for some reason...everything point to Tour of Britain, but not sure, so help would be appreciated. It had a respray and forks I think are not original as different serial number, unless I'm mistaken?

- serial number AD640
- Cyclo Benelux rear drops with mech hanger filed off
- Pump pegs and single gear braze-on on DT
- Nervex BB shell
- 72 deg square angles
- Nervex lugs
- Suntour GT forks drops (as mentioned serial is different to frame)
- Rear space 114mm, front seems to be 96 mm
