HELP IDENTIFYING THIS FRAME

Any ideas what this frame could be it has 2C 51 stamped in to the BB and an interesting seat cluster.

Theres all sorts that have that seat tube design - could even be an Al Carter...

They were all made in the same factories at the time

There is another brand that is nagging me that has a sleeved seat tube. I'm sure it will come to me.

Yeah it's exact;y the same spear head design cut-out. I can take more photos if you like.

The frame is really nice, DB Tange with a Spinner fork. Worthy for sure!
