Not sure it's worth it.

Regardless of condition the Palomar was bottom of the range
and although way better than your catalogue/supermarket/Apollo MTB
why would you want to build up a frame.

The whole fun with Retrobiking is surely buying a bike you couldn't
afford BITD. So if you can get a Palomar frame for £30, £50 or £70
will get you a really much more decent GT (or whatever). Since your
components are going to cost that same why not get something better.
