Fixing bracket for lock into concrete

Somewhat mundane question but I'd appreciate your thoughts ....
I am trying to fix one of those security brackets for bike locks into a friends garage. On drilling into the floor I discovered the concrete is a bit crap. The drilled holes need an anchor bolt to go into them. However, whilst the very bottom of the holes is fine, the top half has crumbled. Should I stabilise the hole with watered down pva then set the anchor bolts in? If so, what should I use to set them in; cement, mortar or something else ? Or should I drill into the breeze block wall instead of the floor?

you can get a rawlbolt fixing that contains a glass tube of resin,that when installed the tube breaks and the resin soaks into the surrounding concrete.that should do the job.i have used these a couple of times to fix gun cabinets in place

i am also sure screwfix sell a fischer epoxy resin that can be used to bond bolts or metal studs into concrete.will try and find some more info :D
