you'll get your funds back but not sure about whether you get your postage reimbursed. hopefully so.

seems to me you just leave neutral feedback or none at all.

Shocking what some people find acceptable these days..

On the rare occasion I've raised a dispute, ebay/paypal have not recovered the cost of returning the item to the seller, even when the goods were completely different to those described (in that I emailed the seller to confirm a wing mirror was electric, he confirmed it was and then sent a manual one..)..
A few times, the seller has agreed to refund postage.. but it's rare.

So.. if you have to send the scrap back to this numpty, it'll probably have to come out of your pocket...
