Couple of points that come to mind-
I remember an email from paypal regarding changes to the paypal insurance cover.i seem to remember that paypal would now pay you then claim it back from the seller.BY BAILIFFS, IF NECESSARY :shock:
Removes the empty account loophole.
Tell the seller you want the cash first,then you'll send it back[excuse like ur skint,think of something]
The reason im suggesting this ,which is at odds to paypals repayment policy is to try to keep the ball in your court
He could receive the bike stuff,then say it wasnt as he sent it.Sure they may judge from the pics that t has indeed been in a fire and rule in your favour,but this could stretch it out for months :?
So best avoid that scenario but getting the money first.
You could threaten small claims court ,even he must realise a highly intelligent Judge will rule its been in a fire due to its melted parts and the soot.
Lie and tell him the small claims court requires him to produce evidence to say its not been in a fire[again the legal onus is upon our not too bright friend]
Tell him he would have to pay up front
