I have two similar bike holders fixed to a block wall in the garage. Block is traditionaly soft stuff that does not take fixings well. To get around the problem I fill the hole with ready-mixed filler, push the plug into the hole and then fit the screw. This forces the filler into the block and creates a solid fixing. Have had 3 bikes and various other bits of bikes, frames, tyres & tubes hanging off one rack without any issues.
 
No more nails is your friend, fantastic stuff, with block walls there are block specific fasteners available, but no more nails just adds to the security.

The trick is with any job one undertakes, is to research it first then get the correct stuff for the job and go for it. A whole lot more satisfing getting the job done right first time around and impresses the wife,( mind maybe not a good idea as what other jobs can she think up to take away your valuable bike time)
 
I've got something smilar in the garage and the screws it came with came loose very quickly. We've now bolted it through the wall and I have 3 bikes on it!
