Custom Nuovo Record Long Cage: Frank Spivey?

I acquired this rad super long cage a bit ago, and can't seem to track down origins. It measures 123mm bolt to bolt. It does look suspiciously like Frank Spivey's front derailleur fixture (third pic). It's not a Spence Wolf Alpine. Does anyone recognize it?

I am unfamiliar with these parts. Can you give us a bit more history of Frank Spivey and Spence Wolf. I understand the point of the long cage rear but what is the thinking behind the front adapter?

I'm no expert, but that cage looks a little industrial compared to what I've seen of Frank Spivey's '70s output.
