Those cracks are from fatigue. The cracked paint shows that there was movement at the joint. Other more critical areas may or may not be close to cracking. You are really attached to this thing arn't you

If it has some special sentimental value, take it to a frame builder for an expert opinion. I just look at the consequences of what could happen if it failed and caused you to fall off in traffic. At best it is going to hurt a bit, at worst you get hit by a following vehicle and killed. That decision is entirely up to you.
