But does anyone know how to date a Cougar Frame?

I'm guessing the one I have is from the Mid-90's, it's a 653, has no Dolan sig decals, don't know if that is indicative of anything.

It also has a GB/Euro sticker on it ie, the Letters GB inside a ring of yellow stars on blue background.

Nicely made, plenty of patina on the blue/silver fade paintwork, but it is light and responsive and quick off the mark....

Is the frame number helpful, are there any records anybody knows of?

Lugged steel means, as a VERY rough rule of thumb, it's a Terry D.-era frame built on Merseyside. Donohue-built Cougars, from the late 90s onwards, tend to be mostly alloy or else TIG-welded Deda or Reynolds 853 steel.

My mid-90s SLX New Cougar had a few details that it might be worth "comparing & contrasting" with your frame to get an idea of origin and vintage:

Chrome ends & R/H chainstay
Cinelli-style BB shell with slots and built-in gear cable runs
Everest front derailleur hanger (chromed again)
Cougar logo engraved into the fork crown
Shot-in rear seat stays
Cast rear brake and chainstay bridges

It pretty much ticks those boxes. So I guess we are in a similar period, is the lack of the Dolan Sig detail significant?

Probably not. My SLX New didn't have Terry's signature on it either - based on a few steel Cougars I've seen from this era that decal wasn't always fitted.
