Anybody know what this is - nice Cinelli or not

For sale at my LBS. Just wondering if it might be worth grabbing and renovating, but I don't know if it's a decent Cinelli or just something less worthy. They're looking for £400 but won't be paying that.

Looks like a Cinelli Riviera from the early 60's , base model probably made by someone else .

The lugs I can see, do look consistent with a Riviera model, as already mentioned.
But I am baffled by the seat cluster, look like something dodgy is going on there (what's that modern seat collar?); plus the frame should be carefully checked as it may not be sound and/or straight.

I would ask 1/2 of that money
