The old cyclo-cross method of using a quarter of an old tyre outer, taped to the frame, was a cheap way of doing it.

You can buy leather off cuts on line .
Not expensive, wrap round the frame where you need the padding. Hold in place with zip ties .
I use it when clamping a bike in my work stand .
