One last thing to try. At the "split" in between the where the seat post binder bolt goes, place a flat screwdriver in there and gently spread the two binder bolt sections SLIGHTLY to open it up a hair.

It may just be that someone had a smaller post in there and tightened the binder bolt to hold it causing the slot to close up a bit.

0.2 mm is not a big gap to close with a binder bolt.

(put some masking tape on the screwdriver to protect your paint finish)

will give it a try, for sure - that comes also to my mind, but did not know how to say it in English :oops:
 
within 2 minutes I found what was wrong with the frame, after I tried what bagpipes suggested to do. now the seatpost fits as snuggly as it should - thanks all of you for your help :D
