3ttt bio arms aero bars question

Hi all

Just picked up a pair of these aero bars complete with clamps for a bit of fun (a fiver!) and to trial for longer distance touring.

Anybody with any experience with these know why the pads are designed with a springing system to push them into the air when not directly pressured?
There’s also a small white screw which I havent fiddled with yet if anybody can direct on it’s function too

I had a similar pair of Profile brand in the 90's, supposed to give you enough bar space to ride on the tops. Rather defeated the object of trying to go faster, but for touring should be good.

The time triallist would sprint from the start up to speed on the tops, then adopt the aero position and hold it for the rest of the ride.

Obviously I never started hard enough, nor in the middle or the finish looking at my somewhat mediocre results.
