The frame is 1 1/8"
The forks might be 1" bodged into what looks like a poorly aliened bottom cup? and fork not sitting in it properly and something up with the top part of the headset too.
I don't thin they are as I think they'll be the original Indy C as I think the bike is a 1997 model* (not my real areas of knowledge the late 90s) without it's SRAM parts.

BUT then it is £30 and a quite nice frame.
