It may not be the right tool, but plumbing tubing works. As does a carefully placed ring spanner end and a hammer, as long as the crown race has enough meat they isn't the part that snugs up against the bearing, you don't want to damage that.

I'd look at the spring adjusters on each arm too to pull them closer to the wheel alongside the washers on the pads.

I did try fitting in torx keys but it was the same as Allen key, too much movement or wouldn't fit. Didn't want to resort to tapping one in until I've exhausted other less invasive options.
