I'd suggest a 142x12 modern hub, with a 142long 12/10mm tubular sleeve, then a 10mm axle through that - bolt up or qr. As it's a steel frame, I'd also suggest brazing a disc mount on - cheaper and better than an arai drum brake, and as many have pointed out in this thread, better brakes...

It's surprising given how accurate most of this saddle is, that they didn't just use ti for the rails. It's not expensive, (maybe a few dollars a metre) the rail is just a length of rod with a couple of bends in it, but easily identifiable due to being non-magnetic.
