What kind of bike

Hey, people.

I'm from Russia

I found an old bicycle at the village.
And so I'm trying to figure out what year it is (although it would be approximately) and what country.
From what I know, the wheels are not native and the seat is too.

The nameplate says:
Original
Saris
Cykle
The Best of the Best

I wrote to the company https://saris.com/
They said,
"Hi, Gregory,
sorry for the delay. This bike has nothing to do with our company, but it's very cool.
Please let me know if you have any questions.
Thank you,"

You could tell me what kind of bike it is. I didn't find an answer on Russian forums.
There were different assumptions, if they help in some way, I can share them

That's a beauty that, love the geometry. No clue on the brand. What interests me is cycle spelled cykle, which is obviously not uncommon here in Scandinavia, particularly in Denmark. Nowadays we spell it cykel, but in the late 1800 we used a form more similar to English, and many would have called a bike 'en cykle' (a bicycle)

Also the whole 'Original' 'Best' kind of branding is reminiscent of early Danish bicycle brands being inspired by British frames and branding at the time.

Not sure if useful.

Unfortunately, can't help with identification, but that looks like a real vintage beauty!
Looks like the fork is not drilled for a caliper, but the front guard is drilled for a rod brake.
 
Nice looking bicycle. What Imlach said is very interesting. It is unlikely to be German, with the English words on the faceplate.. Please share with us the assumptions off the Russian websites.
 
Bump for this beauty. Wondering about the origins still and was interested to know if OP is riding it.
