What brake/gear cable cutters do you recommend

One thing that I can suggest is that even good cutters become bad cutters with poor technique.

A fast cut is always cleaner than a slow cut.

do you put a piece of scrap inner in the outer before cutting? Seems to me this may be easier on the cutter

I also have a pair of those ones too. They are okay but I find the Park ones easier to use due to the larger, more comfortable handles and the increase in leverage.
The Suntour ones have a very good crimper though.

They work very well for gear and brake cable outers and inners. For the outers, I poke an engineers scriber down the centre to make sure the plastic inner liner, that sometimes gets crushed when cut, is open:
