V Brakes on a '94 Kona...Any ideas how???

I’ve seen on here the pinch bolt on the cable guide replaced with a derailleur cable adjuster. That allows the cable outer to seat within the ‘bolt’…. I wondered whether the whole lot will rotate though when the brakes are applied!
