Inside leg 29" / 74cm so anything less than that! Not looking for a carbon I'm afraid, has to be 1980s or earlier..

I am 29 inside leg too so should be Ok?

Standover height is just a fraction over 29 inches, if you wanted less I'm pretty sure you would either have to go for a more modern "compact" frame, with dropped top tube, or 650B wheels, which pretty much rules out anything in the age period you're looking for, unless you go for a Mixte or ladies specific bike.
The head tube is very short as you can see and the BB isn't that high, So would be difficult to get a lower top tube, with a parallel top bar 700c wheeled bike.
I honestly feel you will be fine, as with shoes on, you will be safely able to contact the ground firmly.
I will be in tomorrow evening, if you want to view and have a ride up and down our quiet street with it?
I can put some caged flat pedals on it for you to try it if you want?
Will be out from 6 tonight until 9/9-30 ish, but will reply later.
