All non-stainless steel rusts, but some of the minor alloying elements in some steel alloys can have rust-inhibiting properties to some extent. I've seen it suggested that the presence of rust-inhibitors is a sign of a high-class alloy, but I've also seen it said that this isn't true and that the rust-inhibitors are there for other purposes so it's just coincidental.
853 rusts if exposed. The nearest I've seen to a non-rusting 4130 is Columbus Cyber, but I'm sure even that would rust in the right conditions.
