I've used Retrocoatings to strip and repaint with plain blue polyester powder a big bank of drawers for me.

In all it ended up quite pricey, but there were 120 small (10x6x5") drawers and about 30 lengths of steel angle for the framework. They were responsive and interested in the work, unlike some of the more 'industrial' powdercoaters which I have used. They have a specialist sideline in refurbishing those smart American Belmont barber's seats, so have a good idea what weird old shit is actually worth, and take due care.
No problem with a clearcoat over the top of powders. A number of the finishes which I have done (not by them) on my racing chairs actually need a clear topcoat to work, see Tiger Drylac Dormants, which have a subtle metallic sheen to them:
