Is that used? £175 for a nos ti frame is cheap as chips?

Yes that's all I paid for NOS / ex display Torus in November last year.
Have to admit I was surprised that the well used one on ebay this week went for £161.

You got a cheap one then, I'd say the one this week was about right.

Is it only me that thinks the top tube / head tube weld looks really ropey with signs of poor penetration ?

No, I agree. Certainly don't look like the lovely, neat plasma arc welds on my frame.
