Measure the ID if the headtube at several points, to see if it's ovalused or out if shape.
Do the same with the OD of the headset cup, to check that's round and correct size too.

Right quick update, finally managed to dig the frame out of the drive using a JCB on hire for the day. After two careful hours of very precise manoeuvring the frame came free. The frame and headset look great together and I am sure that once I have reattached the front end of the frame to the rear it will make a lovely rider.
