Getting in shape. Advice needed!

This is true and the point of the post, the body will start to store fat as its the best source of calories. The weight loss will be coming from water, glycogen stores in the muscles and organs, some muscle wastage, and some fat as well.

yes , when starving , your metabolism slows down and you dont burn any fat .

your work is not too far , have you considered taking up running ?
Cycle one morning , leave bike at work and run back , and run following morning and cycle back .

your body wont burn any fat under 40 minutes during excercise . running is a much better way to loose weight without changing your diet too much .
1 hour running at a good pace equals 3 hours on the bike .

cycling fast on short distance doesnt help to loose weight .

you must do the contrary , long rides at 50 to 70 % of your max heart rate . it is very boring as you ride very slowly , but does work .

and give up the fags . you will probably add a few pounds but will be more beneficial on the long run .
