First restoration project - I'm having fun!

No, actually the mech is old.
The problem seems to be that on the first click from the shifter, the derailleur doesn't move inwards enough to make it to the inboard cog. If I increase the cable tension, it won't come back down.

I'll try to lubricate the cables and see if it makes a difference
 
if theyre new they should work all good providing the outers have been cut cleanly and not crushed thus gripping the cable slightly

cable routing should be smooth relaxed curves too
 
There is a spacer between the hub and the cassette. It's a think aluminium ring.
It was there before, so I assume it's needed, but as the derailleur struggles to pull the chain outwards on the last cog, can I take the spacer off, thus moving the whole cassette about 1mm inwards?
 
if you take the spacer out the cassette will slide around on the freehub you could try putting it behind the locknut but I doubt it will make a difference
 
I haven't tried in the end.

Still no results though. I think I will need to bring in a workshop for help. I'm probably making some silly mistake, but I don't know what....
 
have you tried seing how easy the outer cables move over the inners by unclipping them from the frame
 
Yes, I took them all off and lubricated them.
Yesterday I tried again and saw that the derailleur actually does move, but the chain struggles to move onto the inward cog, as if the teeth can't lift it.
I thought it might be that the jockey wheel is too far away from the cogs, and I will try to adjust the B screw to solve that.
Alternatively, maybe the teeth are too worn out. I have a new cassette, so I will replace it.
But first I want to try to mess with the B screw because I really want to understand what's going on, not just solve the problem not knowing what did it.
