Decided to try again...Peugeot racer

I've changed the bar tape and the saddle and pedals.
I removed the suicide levers and fitted hoods to the brake levers.
Got 2 new tubes and tyres to go on then I'll give her a good riding :D

Almost there....

Seatpost is fitted round the wrong way and your brake levers are in an odd position.

Colour wise it works :)

Another big aesthetic improvement would be to remove that saucer dish! (Although some people like them)

If I turn the seatpost around wont my saddle be facing the wrong way?

Brake levers seem to fit me ok where they are but after a few miles / rides I might need to adjust the 'cockpit'. Notice that I haven't got my bars in the same position as in your illustration though.

Yup what works for you is best but aesthetically the straight bottom part of the bar should be horizontal with the ground and the tip of the levers in line with the bottom edge. The picture explains it far better than my lousy explanation does...

Good point about the seatpost. :)
