Dawes ultra race road bike identification help

Yes, they are bio space rings, but I didn’t know they were oval on purpose. I recently got this for a friend of mine who goes to university, and because she has a backpack it’s quite hard to lean over.
She does have a flatbar bike, I’m currently restoring it because it was left in the shed for a year, and you know what the weather in England is like
