Some form of bashguard/protection for chainrings? It would be a rubbish bashguard and wouldn't necessarily provide that good a protection for the outer ring either. Looks bonkers cool though! And the bottom section is chromed so stylish and bonkers cool!

Yes agree - can’t see the practicality but looks great!

It's also got lots of braze-ons:
Pump clips
Double eyelets on fork
Double eyelets on rear dropouts
kick-stand bracket on chainstay with mudguard eyelet
Interesting rack mounts on seatstays

And that bonkers non-bashguard bashguard!

More is more in this instance!

You never know. Maybe it waas ahead of it's time?!* With the double eyelets on the forks, they must have foreseen the rise of the hipster and the need for front racks AND perhaps they also foresaw the rise of the e-bike???
